Usually it is only large corporations who benefit from cities trying to outbid one another by offering large tax breaks or other economic benefits. It is a form of indirect corporate welfare when other smaller businesses or residents are not offered these same economic incentives. It is fine for cities to offer low taxes and minimal regulation but only if it applies to every resident and business, not just the largest corporations promising lots of jobs.
