When someone is openly hateful to another person or group of people, they may not hurt them physically, but the words and disgust may hurt them more. If the hate speech is consistent and wide spread, those people under fire will feel hopeless and unwanted. This can lead to those people, the ones who the hate speech is directed to, suffering from long lasting mental health issues, trauma and may resort to self harm and/ or suicide, which is just as harmful as violence. Maybe more.
