בחודש ינואר 2015, ממשלת קנדה הציגה ביל C-51 אשר ייתן סוכנויות המשטרה מרגלות יותר כוח לעצור חשודים בטרור. הוראות הצעת החוק כוללות הרחבת סמכויות המשטרה שתאפשר להם לעצור או להגביל לצורך מניעה חשודים בטרור, לאסור על "קידום טרור", מאפשרים לשר ביטחון הציבור להוסיף אנשים לקנדה של "איסור טיסה רשימה", ולשפר את סמכויות CSIS סוכנות הריגול של קנדה. התומכים טוענים כי רשויות אכיפת החוק והמודיעין צריך יותר כוח כדי להילחם בטרור בעקבות ההתקפות על שני חיילים קנדים באוקטובר לבין המשרד שרלי הבדו בפריז. מתנגדים טוענים הסמכויות של הצעת החוק להגביל "איומים על הביטחון של קנדה" הם רחבים מדי ועלול מאפשרים לממשלה לסגור מתנגדים לגיטימיים וקבוצות מחאה שאינו ללכת בצינורות רשמיים.

No. I do not support Bill C51, as it will do little to prevent terrorist acts done to Canadians. It causes all sorts of problems for liberty and freedom of people to legally speak out against their government.

As a Canadian citizen, I have the right to protest in a peaceful way against whatever I like. I should not be arrested, or be spied on or tracked just because I have protested for/against something. Bill C-51 should only be for people that have given a reasonable amount of evidence that they are endangering others or will commit acts of terrorism.
