NAFTA should be a more beneficial policy, however issues with Mexico's enforcement and political structures are preventing the flow of income to Mexico from being effectively implemented in infrastructure and education for Mexican citizens which is maintaining a labour cost imbalance that encourages shipping more jobs to Mexico.
