Industry Canada, university and technology school programs should be encouraged to develop pilot projects building on established research and experimentation in this field. Great care would have to be taken to prevent corporate bodies from undertaking overly risky and/or cash-grabbing projects solely for the purpose of collecting lucrative management, engineering and consultation, etc. salaries for projects that can not be proven at the outset to have commercial viability. Independent, outside, fully qualified bodies must be placed in the role of ensuring that only good peer reviewed scientific principles and analyses are employed in evaluating and monitoring progress of the projects, and that reporting is made fully public and open.”
