Should funding for local police departments be redirected to social and community based programs?

All of the funding for every program should be allocated instead back to the people evenly

The military should respond to all violent crimes, rescue, etc. No need for police, they may join the military or find another job, perhaps as a security guard for a company, as there will be jobs for them.
