Entirely depends on the "non-violent" crime committed. Sexual predation without violence... stay in prison. Property crime (theft, burglary, vandalism).. stay in prison

Yes, house arrest and electronic bracelets for non-serious crimes. Community service or education/skill building should be a requirement as well.

They should be permitted to be, on the order of a judge, assuming house arrest and community service for the duration of their sentences. It should not be an across the board mandate or expectation.
