There should be more rehabilitation centers to help people who do non-violent crimes, so that there isn't overcrowding in prisons but there is still help for them.

It would depend on what crime they committed, if they were violent while in jail, and only when the jails are receiving new prisoners to ensure they serve as long a sentence as possible.
