Again, looking at countries worldwide who have taken on a more authoritarian stance in how the government is run do not struggle with substance abuse in their cities, and are much cleaner and safer places to live because eveyone has a home to live in and a community around them to help them get out of addictions.

As long as the administrators ensure that the persons eventually stop using drugs, I believe that these centers are better than rehabilitation centers and will not encourage drug use.

I have seen it first hand as well, the problem has gotten extremely worse since they opened, I was a cleaner in downtown peterborough and had to deal with alot. There are needles, blood, drugs, and paraphernalia every where. No help for mental health or rehabilitation. These centers cause more problems for the person addicted as well as the community. They use at these places then walk around town being a danger to themselves and others. Many of them with mental health issues!! Something needs to change ASAP!!
