If it was an investigated troubled family I would subsidize give them compensation, however if its a junky, or genuine lazy person I do not believe in subsidization.

a better option would be to encourage the removal of outdated bi laws on single family dwellings...because immigrants can take advantage of breaking these bi laws..then 2 or more family's could afford to buy a home and expand home ownership to accommodate the multiple families.
