Even if the drugs are clean that doesn't take away the effects it had on people. The psychosis alone can end in violent situations, and crime within these "haven's" may even turn into a hub for selling other drugs. I believe there should be more safe havens to detox, house/clothe Addicted patients and try and set them up with a second chance. Even though the data says that less are dying, I would like to see the data for the amount of people these "safe haven's" help get off drugs and back into society.
