Yes, if they need it. But if they make enough money while the fishing is on and just waste it , they should be denied EI. They need to apply for approval and provide proof of need.

yes, as long as they pay in, and it is for residents/citizens and not temp workers.

Yes, but only during their seasonal job, as well as a lower rate then non-seasonal workers
