Can you imagine a scenario where federalism could either help or hinder your country during a crisis?

In a crisis, it becomes too complicated to have provinces have their own programs, especially when many people travel between them often. Although the amount of power should be strictly regulated and end as soon as the crisis is over to prevent a dictatorship.
