If they are a canadian citizen then no. They should be treated like any other citizen.

If they have citizenship, they should serve their sentance as a Canadian in Canada.

The question is poorly worded. Have they already obtained citizenship/ PR status, which would make them immigrants or are you referring to migrants as indicated in your "learn more" tab...

Yes, but every case should be treated differently. If there is aggravating factors such as rape or murder, then the person should be deported.
