If they have citizenship, they should serve their sentance as a Canadian in Canada.

No, if the crime is committed in Canada than they should at least serve their sentence in Canada no matter of the legality of their immigration.
yes, if they can be proven guilty of a serious crime in their native country or commits a serious terroristic attack towards the country.

to conclude it is not a black and white issue that is heavily base on circumstances.

if the person has committed other crimes in the original country and its safe to return their then yes. but also depends on the severity of the crime so federal crimes they would stay and maybe lesser crimes they get kicked out the country
