No, because it was their choice to come and study as an international student. It would not be fair for other international students as well national students.

i think you could lower the cost of these people but then you'll have to give different privileges that these other students cant have.

No. Low-income international students should not be allowed to study here, and the number of all international students should be greatly decreased.
