Provinces can choose to allow private healthcare but public healthcare must be offered by both

Federal, we don't actually have universal healthcare and we should stop pretending we do until healthcare moves to federal jurisdiction. An Ontarian with an OHIP card is not covered in other provinces.

Federal for continuity of services, care and funding. If we're going to have a universal system, citizens should not be denied or allowed a service or prescription by virtue of what province they live in.
