If they are a canadian citizen then no. They should be treated like any other citizen.

If they have citizenship, they should serve their sentance as a Canadian in Canada.

Yes, but after they have finished serving their sentence and its safe to return to their home countrey

The crime matters. If they entered the country legally and, for some reason which could include financial, they commit a crime, we need to understand what we could have done to help them avoid that path. If it is more serious, then send them back.

it depends on how serious the crime is (if its first degree murder then yes, but for other things it depends)
