Neither, turn the Senate into a appointed non-partisan technocracy, where Canadians who are the experts in certain areas serve and advise parliament.

Restructure. Place a cap on how many years an elected official can serve. Abolish the salary for life, it only gets abused and they get lazy.

Elect, and try and prevent gerrymandering as that seems to be the #1 issue. Senates generally seem to be a little more prone to corruption due to the legality of bribery (lobbying) but i feel a wide range of views is important for discourse, plus you want everyone to be represented.

It should be the provincial premiers' responsibility to appoint senators to federal parliament, not the prime minister.

Elect but indirectly, MPPs/MLAs should be able to be appointed to the Senate for a fixed term by the Premier of a province. If they lose their seat during this period, then their successor takes their place.
