Only with countries that are willing to spend on foreign nations as well for example NATO spending foreign aid with each other and other countries. If poorer countries when in a better situation don't spend as well we will decrease spending.

Give them enough that they can stand on there own, so you help them out a bit but not to much where you are sacrificing your own country massively, so you can also have allies and not be by yourself.

depends on the situiation but i feel we should improve our country before we start trying to fix everyone else's

Situation dependant. If we are in an okay state to lend a hand then I think we should. But I think we should put ourselves first.
