Taxes should be augmented only if the government is willing to provide more services to the people. Otherwise absolutely not.

Create a universal income tax exception of $26000. Start taxing at 5% and increase tax progressively by 2.5% per $10,000. Cap tax at 50%. There should only be federal income tax.
