it should be provincial. if the project crosses provincial borders, the premiers of both provinces should work together to help build it. The federal government can choose to give aid money if the provincial government(s) asks for it, but only if its a reasonable amount (they are allowed to reject the request).

No, leave this to the provinces but the federal government should have incentives for provinces that invest in commuter rail.

Yes, as it is often difficult to travel between provinces/territories without use of a privately owned & licensed vehicle. The current public bus system is either unreliable or has become decreasingly available.

Yes but it should be more of a municipal government thing. The federal government should still provide some funds though.

We have alot of transport we can get by and we defenitely dont need to spend more on railway tickets when we already have that thinking years ago in question that was finished, So no.

Transit absolutely needs more funding, but it makes more sense to be on a municipal or provincial level

Yes, but make sure that there is a plan on part of municipal governments, as well as the ridership and tax base to continue funding this project.
