Add incentive for large corporations to donate and fund programs that will benefit citizens and people in need as a tax credit. If they don't then they must pay a higher tax. Lower the income tax rate but increase the sales tax from 5% to 7%, people who can take home more from their paycheck will spend more on goods and should balance out the difference.
