Ecuador's president has ordered that criminal gangs be "neutralized" after days of violence culminated in an attack on a television studio.Masked gunmen broke into public television channel TC's live studio during a broadcast, forcing staff to the floor.Police made 13 arrests following the attack, which injured two employees.At least 10 people have been killed since a 60-day state of emergency began in Ecuador on Monday.The emergency was declared after a notorious gangster vanished from his prison cell. Two Mexican Cartel Leaders Surrender To U.S.

Two top leaders of the powerful Sinaloa Cartel, one of the most dominant criminal groups in Mexico, have surrendered to American law enforcement and are in custody in the United States, according to four people familiar with the matter who were not authorized to speak publicly.The two operatives, Ismael Zambada García and Joaquín Guzmán López, are among the most powerful drug traffickers in Mexico and command massive transnational cocaine and fentanyl businesses that move narcotics into the United States, Europe and elsewhere. Both men were in custody in El Paso, Texas.Mr. Zambada García, who is known as “El Mayo,” has been pursued by the U.S. government for years and has been charged in several federal indictments stretching back more than two decades.He has never been imprisoned, unlike his top ally, Joaquin Guzmán Loera, known as El Chapo, who was extradited to the United States, convicted in Brooklyn federal court in 2019 and sentenced to life in prison on drug conspiracy charges.

Morocco pardons nearly 5,000 cannabis farming convicts

Morocco's king has pardoned nearly 5,000 people convicted or wanted on charges linked to illegal cannabis cultivation, the justice ministry said in a statement on Monday.Morocco is a major cannabis producer and has allowed the cultivation, export and use of the drug for medicine or in industry since 2021, but it does not allow it to be used for recreational purposes.The pardon by King Mohammed VI would encourage farmers "to engage in the legal process of cannabis cultivation to improve their revenue and living conditions," Mohammed El Guerrouj, head of Moroccan cannabis regulator ANRAC, told Reuters.Morocco's first legal cannabis harvest was 294 metric tons in 2023, according to official figures. Legal exports since 2023 so far stood at 225 kilograms, Guerrouj said.
