it depends on the person's safety and the seriousness of the crime if the person is in the country to seek refuge and somehow finds their way into committing a crime such as manslaughter there should be a way to return the person to their country safely.

Unless they have entered the country illegally, no, if they have & it is unsafe for them to return home, send them to an agreed safe location outside of Canada.
