Yes but it should be mandatory the person stays there until they come down for the high. I don’t want high people wondering the streets. It should be more about low doses to avoid withdrawals while working to get clean.

The answer is yes. But I think we should also take it further. Not just promote their drug use, maybe also make this a step program to help them take the habit.
