Yes but it should be mandatory the person stays there until they come down for the high. I don’t want high people wondering the streets. It should be more about low doses to avoid withdrawals while working to get clean.

It should be used as a form of rehabilitation where they can slowly and safely wean off of drugs to beat their addiction.
